WA Accreditation

Hello everyone!

 We are receiving a number of calls from operators regarding operating in Western Australia.

 Who requires Accreditation?

 Accreditation in WA is mandatory for anyone that:

 Operates B-Double or Road Train Configurations; or

Operates Truck & Trailer combinations over 42.5 tonnes gross mass; or

Requires more than four single trips (oversize or overmass) per calendar year; or

Operates under concessional loading scheme; or Requires an annual Permit or Notice; or

Operates a RAV exceeding a width of 2.5 metres; or

Operates a RAV exceeding a height of 4.3 metres; or

Operates a RAV exceeding a length of 19 metres; and Operators who perform, transport tasks for hire or reward.

 If you answered YES to any of the above, you will need Western Australia Heavy Vehicle Accreditation (WAHVA) to enter WA.

 A number of railway lines and rail bridges have been damaged due to the recent floods in WA and it appears that a large amount of freight is now required to be moved by road transport until the flood damage has been repaired.

 However, if operating a B Double or Road Train in WA, the operator of the combination must hold WA Accreditation.

 If the combination is checked by the WA Road Authorities and it is not covered under the WA accreditation scheme, it may get grounded. Once grounded the combination cannot operate and may have to be split.     

 We can arrange WA Accreditation, however at least one Driver would need to complete the attached medical.

 The WA Annual RWC Checklist is required to be completed by the servicing provider for each unit (truck/trailers). You can get your own mechanic to complete these.

To get the process underway, at least one Manager/Scheduler needs to have completed the training and one driver needs to have completed the training and have had the medical completed.

 The initial process is a bit complex I’m afraid however we have a team of expert consultants who have industry and authority experience who can guide you through the process and support your operations going forward, we are able to arrange a time to come to you and explain the process in detail if required, rest assured we know our stuff! We are also able to speak to your management team via telephone/zoom if they have any questions.

The process requires that we come to you to get an understanding of your operation, check vehicle suitability and go through the entry processes.   

 We also provide a 24/7 support line for drivers and operators and can provide on the spot information in all aspects of road law and general compliance. At present over 650 companies are members of the service.

 As you are no doubt aware, the operations of Heavy Vehicles across Australia is complex, highly regulated, fragmented, inconsistent and frequently changing. Our 24/7 support line has been established to assist the industry, particularly drivers, in understanding and negotiating the various requirements. The service was established to bridge the knowledge gap between the Industry and the various State and Federal Authorities (who themselves struggle to provide accurate and timely advice to the Industry).

 We are also able to assist with obtaining Access Permits (i.e. B Double and PBS Vehicles), PBS approvals, Satellite Tracking (IAP) and training.

 

To meet the WA Fatigue Management standards, we have to complete the following:

 1.            Have each driver medically assessed to ensure they meet the National Commercial Vehicle Driver standards. This can be completed by the driver’s General Practitioner (GP) using the attached form.

    2.            Ensure that drivers have completed the approved training course, using the attached links.

 3.            Ensure that staff involved in the management or scheduling of drivers have completed the approved training course, using the attached links.

 4.            Develop a system for ensuring the company has processes in place to monitor, review and correct driver’s work and rest times in accordance with WA Driving Hours Legislation.

 5.            Have the Company procedures and vehicle details “Audited” by an approved RABQSA Heavy Vehicle auditor.

 6.            Submit all details, forms and application to WA Main Roads for approval.

 To meet the WA Maintenance standards, we have to complete the following:

 1.            Provide operator certified Roadworthiness Statement (see above attachment) for each nominated vehicle and trailer. These are not formal RWC’s and can be completed by the operator or their nominated mechanic.

 2.            Ensure that ongoing maintenance is being completed and documented for each nominated vehicle and trailer. Ensure a fault report process is in place, pre departure checks are completed and recorded and ensure that drivers are inducted and trained in the duties they are required to carry out.

 3.            Develop a system for ensuring the company has processes in place to monitor, review and correct vehicle defects, record ongoing maintenance and document minimum safety and wear limits for all vehicles.

 4.            Have the Company procedures and vehicle details “Audited” by an approved RABQSA Heavy Vehicle auditor.

 5.            Submit all details, forms and application to WA Main Roads for approval.

 

To meet the WA Mass, Dimension and Load Restraint standards we have to complete the following:

 1.            Ensure that the operator has processes and policies in place that meet the WA accreditation standards for these new modules that were introduced in 2016.

 2.            Ensure that drivers receive guidance and training in Mass limits, Dimension limits and Load Restraint and ensure that drivers are inducted and trained in the duties they are required to carry out.

 3.            Develop a system for ensuring that equipment used for the safe loading of vehicles and trailers are suitable for the tasks, that they are regularly checked for wear and tear, and are available for use by drivers at all times.

 4.            Ensure that processes and systems are in place so that any loads that are outside the Statutory limits (weight, height, width and length) are transported with the applicable permits, gazettal’s or approvals to operate safely.

 5.            Have the system “Audited” by an approved RABQSA Heavy Vehicle auditor.

 6.            Submit all details, forms and applications to WA Main Roads for approval.

 The process usually takes around two – four weeks to complete and you engage us to manage the process from start to finish, including all forms, applications, and negotiations with authorities to gain approval.

 Our fee to facilitate the above is $2750.00 plus $220 per prime mover nominated.

 Once the operator is accredited it is required to be audited every 12 months (not every two years as is the case with NHVAS accreditation) fees for these audits are currently $1100.00.
