What is Chain of Responsibility (CoR)?
On the 1st October 2018, the Heavy Vehicle National Law (HVNL) was amended to ensure that every party in the heavy vehicle transport (vehicles over 4.5 tonnes) supply chain has a duty to ensure the safety of their transport activities.
The legislation also included an obligation to identify and eliminate/minimise potential risks by doing all that is reasonable and practicable to ensure safety.
Anyone who has influence over the safe operation of a heavy vehicle now has a responsibility under CoR. This is anyone from the Owner or Director of a business, to the Loader or Unloader of the heavy vehicle.
All roles play a pivotal role in the safe delivery and operation of a heavy vehicle.
The change aligned more closely with Workplace Health and Safety laws and focuses on a Risk Management Process.
Understanding your risks and responsibilities
nder the legistlation, you must demonstrate that you understand the risks within your transport activities and that you are actively applying a risk-based approach to manage them.
You must have documented policies and procedures relating to responsibilities, safety and compliance and validate your processes to comply with the Heavy Vehicle National Law (HVNL)
